The process of government-led Forest Ecological Assets Operation and the Simulation Design of its overall structure

As an emerging research area of ecological economics and sustainable development, ecological asserts have been highly valued by many scholars, policy makers and the general public. Its development seems to be flourishing now. At present, the researches on ecological capital are focusing on the theories and the evaluation. The research on the forest ecological asserts which is an important ecological capital is also facing such a problem. However, with the development of market economy, it is crucial to operate forest ecological asserts better in order to promote regional economic development. Moreover, because of the externalities of forest ecological benefits and the character that most of the public goods are difficult to achieve their value through traditional economic activities, how to appropriately decrease the externalities of forest ecological benefits and partly even fully achieve the value of forest ecological benefits become urgent tasks. There are also some other hotspots and nodules for the scholars both in and out, as how to reasonably compensate the providers of forest ecological benefits and how to attract the whole society to participate in forest protection and cultivation. By synthetically analyzing relevant literature, this paper tries to clarify the role and status in the operation of forest ecological asserts between government and public. At the same time, it suggests establish a tripartite cooperation system which is leaded by the government, operated by the specific forest ecological capital operators, and reinforced by public participation. This paper also designs the simulation of its overall structure.
