An Agency Enterprise Implementation of aProject Management Program

The purpose of this paper is to provide an overview of the enterprise projectrnmanagement and reporting system implementation by the Washington Department ofrnTransportation and to discuss the approach, progress and challenges experienced to date. Inrn2005, the Washington Department of Transportation (WSDOT) was faced with a significantrnincrease in taxpayer-funded transportation infrastructure work. It came with a legislativernmandate to provide transparent and strong project management. WSDOT hired arnconsultant team, the Statewide Program Management Group (SPMG), to develop andrnimplement a strategic plan that meets these needs. This paper presents the implementationrnof the strategic plan using the project management and reporting system (PMRS).With onernyear remaining in this 5-year program, the implementation has progressed to include thernselection, configuration and partial implementation of Primavera and LiveLink enterprisewidernsoftware; introduction of industry-standard project management techniques andrnprocesses; and the creation of an in-house training and mentoring “Project ManagementrnAcademy.” This paper describes PMRS and some of the challenges WSDOT has facedrndeveloping and implementing it. Lessons learned will guide other agencies and firms thatrnstrive to improve project controls and project management within their own organizations.
