ACHIEVING A HIGH PERFORMANCE FACILITY:THE IMPACT OF THE ENERGY MANAGER IN NEW CONSTRUCTION

However, they have a critical part to play in newrnconstruction projects as well. In fact, the energy manager’srnresponsibilities begin prior to the design phase, long beforernany construction actually takes place.rnPre-construction activities include selection of A&E firmsrnand development and application of design criteria.rnInitially, energy managers should ensure that firmsrnacquainted with the latest energy codes and energy-savingrntechniques and technologies are selected. Designrnguidelines must be in place for choosing the properrnbuilding envelope materials and mechanical and electricalrnsystems equipment. Windows, insulation, lighting, HVAC,rnand controls can all greatly impact a building’s energyrnefficiency. An often overlooked but key item is the earlyrnselection of a professional, reputable test and balancernconsultant for mechanical systems. Energy managersrnshould also arrange to attend plan and specificationrnreviews to provide input and to assess the documents’rncompliance with the Owner’s standards.rnAfter plans and specifications are complete andrnconstruction begins, the energy manager’s duties do notrnend. They should monitor job site activities regularly,rnpersonally or via a representative. Working along with thernEngineer, the energy manager is the Owner’s eyes and earsrnregarding energy and indoor air quality, and to some extentrnmaintainability and serviceability. All of these facets mustrnbe seen as they relate to each other. Energy managers mustrnalso understand the impact of late-night, last minuterndecisions on project costs, constructability, and schedule.rnToward the end of construction, they should be involved inrnbuilding commissioning to ensure that components andrnequipment are installed and operating properly.To have a successful role in building construction, thernenergy manager must possess certain qualities and skills.rnThey need to be team players and good communicators.rnBoth oral and written communication is essential tornachieving a quality end product that follows the originalrndesign intent. By being actively involved from buildingrnconcept to occupancy, the energy manager can make arngreat contribution to ensure a successful constructionrnproject.
