“Asset Management Program Implementation – What a Long, Strange Trip It’s Been”

The City of Asheville, North Carolina Water Resources Department, serves approximatelyrn48,000 residential, commercial, industrial and wholesale accounts in the City of Asheville andrnthe counties of Buncombe and Henderson in western North Carolina. The water system datesrnfrom the early 1900’s and includes approximately 1,200 miles of pipe and three water treatmentrnplants. In response to aging infrastructure concerns, the Department undertook the developmentrnof a comprehensive Asset Management Program beginning in mid 2003. This multifacetedrnprogram currently being implemented includes elements for enhanced preventative maintenance,rndevelopment of asset plans, development of an integrated asset database, asset conditionrnmonitoring programs and development of a refurbishment and replacement (R&R) funding plan.rnThe initial efforts have resulted in adoption of an “asset management culture” in almost allrnaspects of the operation.
