In this context, the mandaternfor more effective protection of drinking water infrastructure simultaneously is anrnopportunity to enhance customer service and another claim on limited resources.rnAccordingly, utility managers must prioritize potential security investments carefully andrnensure that selected security improvements are delivered cost-effectively. This paperrnreviews techniques for prioritizing security investments in recognition of the impossibilityrnof absolute protection, and in the context of other claims on limited resources. It identifiesrntypical high-priority security investments and techniques for their cost-effective deliveryrnand financing.
