Screening Market Transformation Opportunities: Lessons from the Last Decade, Promising Targets for the Next Decade

From 1996 to 1998, several studies sought to identify the most promising targets for market transformation programs based on such factors as potential energy savings, measure cost-effectiveness, and likelihood of initiative success. As a result of this work, regional and national programs pursued many of the most promising opportunities. This paper reviews the results of these past studies and assesses how high-ranked initiatives have since fared in the market and also identifies factors associated with success. Markets and market transformation thinking have both evolved since these earlier studies were conducted. In order to update that work, we conducted a new screening study to identify promising market transformation targets for the next decade. This paper summarizes this analysis, identifies the most promising initiatives, and offers recommendations for program planners and implementers.
