Military Craft Acquisitions: A Systems Test Evaluation Approach

Test and evaluation (T&E) is at the heart of good acquisition program management. This paper presents a systems T&E methodology used to successfully select and procure two military craft. Although the format presented herein is sufficient to outline a methodology, it is not the exact format followed by either program. This T&E approach is to be employed when using a government performance specification, builder contract documents and prototype test acquisition philosophy. The test and evaluation reviews include both qualitative and quantitative performance measures. Color coding and adjectival ratings are used to support evaluation reporting and decision making. Maximum utilization of subject matter experts is incorporated into the program at all phases.
