'DOUBLE DUTY' PORTLAND CEMENT FOR BROWNFIELDS REMEDIATION

Although remediation of this New Jersey site is being addressed via a Consent Order betweenrnthe Department of Environmental Protection and the former facility operator, the currentrnproperty lease-holder is a third party, with specific interests in near-term redevelopment of thernsite for industrial purposes. Remediation requirements included the immobilization of potentialrnsource materials (i.e., creosote and arsenic-impacted soils), and development requirementsrnincluded improvement of low shear strength subgrade fill (dredge spoils) to support anticipatedrnlive loads associated with end-use of the redeveloped site. A remedy was designed to meet bothrnremediation and redevelopment requirements for the site. The main construction elementsrnincluded solidification of both surface and subsurface soils, construction of an asphalt surfacerncover over the entire property, and monitored natural attenuation of dissolved constituents inrngroundwater. Portland cement was selected as the soil solidification agent. Construction isrnnearly complete, and testing performed to date demonstrates that the addition of Portlandrncement produced solidified soils meeting all strength and environmental specifications.
