Since 1981, EIA has been introduced in the decision-making process for the consideration of theenvironmental impact of large scale development project in Korea. But the EIA system has somesignificant problems. The EIA system has been carried out after policies or plans or strategic decisions have been already fixed. At the result, the EIA system can have only limited roles such as the suggestion of mitigation measures, at best, limited range of alternatives. The EIA system cannot consider the cumulative impacts such as additive impacts, synergistic impacts, threshold or saturation impacts, induced and indirect impact and so forth (Therivel, et al., 1992) .
